Will it zip closed with a standard letter size file folder inside?
Yes. We just tested putting a couple manila letter size file folders in it and it closed just fine when you lay the file on the writing pad. You can get one or two in the pocket on the left side.
Can I put a spiral notebook in this instead of that notepad?
The portfolio is designed to hold a standard 8 1/4 x 11.4" writing pad where the cardboard backing on the pad slides into the sleeve on the back cover. So if your spiral notebook opens from the top it should fit fine and you should have enough room to accommodate the spiral binding. If you spiral notebook opens from the side, it should still fit fine as there is ample room in the center of the portfolio to accommodate the spiral binding. However, there wouldn't be any way to hold it in place since the sleeve is designed for pads that are bound at the top. If you don't mind it being loose, it should work fine.
